The proposed 28th Amendment, called the People's Rights Amendment, would specify that the free speech named in the Bill of Rights refers to the speech of "natural persons" like you and me. I suggest that we take proposals to our local Town Meetings this spring, asking that the Town be in favor of a 28th Amendment, and asking that the State and the Congress pass it.
